Sgt. Rateaver of the Berkeley Police tries to use the “cheat sheet” approach to scaring bicyclists from equal access to public space. Turns out he’s wrong about the law once again. Rateaver is infamous for many things. He first became known to this reporter when he attempted to steal a dollar during a musical performance on Telegraph Avenue. He was instrumental in a mass arrest of bicyclists during Bike Summer 1999, including an unethical prosecution strategy.
