The cop is obviously angry and bias against the way some cultures dress. He stopped those guys for practically no reason at all. He had a personal agenda. Then he arrested the guy for something non-related to the initial charge. So, a cop can pull you over for no reason then arrest you for “threatening an officer ??” or “resisting arrest?” this officer is a thug.
