I think the point of the video is that wrongful arrest and imprisonment, followed by a minor being tried as an adult, is a form of police brutality, especially when she had nothing to do with the crimes she that was being arrested for…. “p. brutality” generally means physical violence in our culture, I think 3101010 was just extending the term….
