Ok so the officer didnt ask or tell her to stop, so because of this she wasnt resisting arrest since the officer didnt say anything to her. Also you cant say she was fleeing from an officer because Im pretty sure casually walking down the sidewalk is not fleeing(unless of course he asked her to stop).
