If you watch videos that are more focused from the Police helicopter point of view, they more often than not nudge the camera off focus for a second or two, which usually allows the initial officers to get a shot or two. The thing to understand is, the cops are caught in a stressful situation themselves chasing this guy and worrying about their fellow officers and whether or not civilians in car are going to turn, so they get tunnel vision and get angry, rather quickly.

@LarsMith217 Good, he didn´t resisted arrest. Thats enought since he drived to 80 miles per hour, in wrong way, almost hited a car in front nearly causing a possible fatal accident to innocent people who were coming home tired from work , hited another car who has to pay the damages caused by an ape, and run away from the cops and when he see he cant escape, then and only then he decides to let himself get arrested. Ask the guy who first of all three got kicked in the head. Get my point?

If a suspect gives up, provides no resistance, the cop has no right to inflict intention pain on the suspect. That kick was completely uncalled for and I hope that officer got charged. The officer with the K-9 unit let the dog bite him once after he has already given up. Those officers need a lesson on what to do when a suspect gives up.
Mother fucker risked the lives of innocent people and police officers. He deserved alot more than a goddamn kick in the head.

An officers emotions cannot take the place of his proffessionalism in such an event. The officer should be punished for his actions as it served no purpose other than to highlight to the rest of society how unprofessional our LE really is. The officers attempted to escalate when they should have been trying to de-escalate the situation. Stupid Cop made the same bad judgement call the guy that ran from them did. They both ran with their emotions.
