While the behavior of these men should NOT in any way be condoned or acceptable, you have to be sympathetic to the job they do. My cousin and my dad both work/worked for the sheriff’s department, and this is a very high-stress situation. The crowd has the potential to be very volatile in this situation, and there are not very many cops who are there. Can you imagine standing in front of a crowd that could potentially mob you and brutually beat you and kill you at any moment?

Having quotas to arrest the citizens your supposed to protect and serve is fucked up.
