It takes energy to split the water, the RF waves deliver that energy, plus some more that goes through the water and off into space.
The fire is a byproduct of the recombination of H2 with (two) O2s – for a nice example check out a video of the Hindenburg Zeppelin (same reaction).
Unfortunately, conservation of energy applies and there is no net energy production. If the electrical energy was used it a motor it would spin that wheel faster.

Anyway on a serious note. So how much energy does it take to begin the process? WHat is the “carbon foot print” that everyone is so worried about? I can see an electric motor powering the sonic “engine” if you will that lights the salt water and then recharges the battery. But even that will cause some loss of efficiency.
