If the “banking cartel” ran the world, then the US govt. would not be able to impose regulation on them like the ‘Recourse Rule’ in 2001.
But the Recourse Rule was imposed on commercial banks and it led to the 2008 Financial Crisis because banks were incentivized by the Recourse Rule to hold AAA-rated mortgage-backed securities, which became toxic with the subprime meltdown, killing their balance sheets and their stock prices.

I know of one fact of the Financial Crisis, that has NOTHING to do with TARP, and that would be the Wall Street Reform with placed the Federal Reserve on the board of the FDIC, and expanded the Office of the Comptroller, as well a range of other power expansions for the FED.
