The mother tried to subdue her but was not successful. The cop did a good thing by taking the fight out of her and thus securing the safety of the neighborhood and the girl as well.

That’s the part where she’s punching her mom and saying get the fuck off me. The news and police department did a video report on this. The police agree that the cop used too much force.
The news explained that the girl was drunk in her school for troubled teens and the mom was trying to restrain her, until the cops came.
