I live in New Mexico. My grandma was given a ticket for running a red light. I was with her and she didn’t do shit. This pisses me off.
Even if they don’t have a strictly declared quota to fill, cvilian officers do have an inferred one. How many arrests you have on your jacket speaks to your effectiveness as an officer in their eyes, which means the less people there are posing legitimate dangers to public safety, the more arrests of innocent people would have to be made to fill the same number. This isn’t conpsiracy. It’s math.
