IN Some states(such as mine) there is a litmus test for CIs on search warrents or for PC, they have to proven and thier varacity must be proven to use them for PC. Most of the time where I live, they have CIs making buys on tape or video and then get grand jury Indictments for arrest.
There is also a money issue here. Pot smokers are regular working stiffs(mostly)so when they get caught, the yend up on probation(money)they have to pay fines(money)and they have to pay court costs which are inflated way above acctual(money). So at the localized level they will never allow it to be legalized because it will COST them too much.
